Rifkin, Livingston, Levitan & Silver, LLC/Edgar Silver Scholarship Fund

The Rifkin, Livingston, Levitan & Silver, LLC/Edgar P. Silver Scholarship Endowment Fund was established in March 2008, through the generosity of Alan M. Rifkin, Class of 1982, on behalf of the law firm of Rifkin, Livingston, Levitan & Silver, LLC (now known as Rifkin, Weiner, Livingston, Levitan & Silver, LLC) in honor of one of its founding members, former Baltimore Circuit Court Judge Edgar P. Silver. The purpose of the fund is to provide endowed scholarship support for second and third-year students enrolled in the University of Maryland Francis King Carey School of Law who have expressed an interest in law and public policy.

Judge Silver began his 21-year elective career as a member of the Maryland House of Delegates in 1954 and served ten years as Chairman of the House Standing Committee on Motor Vehicles. Known widely in Maryland political circles simply as “the Judge,” Edgar Silver dedicated his life to law and politics, including nearly a quarter-century on the Baltimore City bench. Judge Silver was first appointed to the Baltimore Municipal Court (which became the District Court) in 1965. Ten years later, Governor Blair Lee elevated him to the Circuit Court for Baltimore City. Judge Silver was “of counsel” to the Rifkin law firm from its inception in 1989 until his death in 2014.
